Yupper, they are called mares tails actually, and they follow in upon the changing of weather fronts. Often times they do indicate rain is coming in 72 hours time.
Its really kewl if you watch the clouds they can tell you quite a bit about whats going on. If you google it, you can find some sites which will show you the various cloud interfaces.
